pSTUTTGART, Germany - Project officers from U.S. Africa Command?s Counternarcotics and Law Enforcement Assistance Division participated in an orientation and hands-on demonstration, March 10, 2010, where they learned the specifics of a four-piece drug test kit, capable of testing for six different illegal substances in solid, tablet, liquid, or powder form. The demonstration, which took place at the command?s headquarters in Stuttgart, Germany was also filmed for use as a teaching aid to familiarize African law enforcement officials with drug test kits. Drug kits can have a tremendous impact in the hands of law enforcement officers in Africa, serving as a quick tool for law enforcement officials to confirm whether an unknown substance is illegal and needs to be further tested. Early detection can eliminate time and money being spent to do high dollar analysis in laboratories for substances that turn out to be innocuous. The Constitution is what grants the Federal Government its authority over the States and these right are Enumerated; this is what safe guards the States from an ever increasing/controlling Federal Government. br /

The Federal Government has been working outside their authority specified in the Constitution by submitting amp; passing bills that they have no Constitutional basis to even consider. We can help stop this abuse of Power from the Federal Government by passing the 'Enumerated Powers Act', which is a bill to require that quot;Each Act of Congress shall contain a concise and definite statement of the constitutional authority relied upon for the enactment of each portion of that Act. The failure to comply with this section shall give rise to a point of order in either House of Congress. The availability of this point of order does not affect any other available relief.quot;br /
